Ross is an experienced public sector leader, having worked extensively in social policy across Commonwealth and state governments, including health and mental health.
With a legal background, Ross has worked in the Australian Public Service, for the Behavioural Insights Team (“Nudge Unit”) in the United Kingdom, and in external government consulting roles.
Ross joined the Victorian Public Service in 2016, performing a variety of executive roles across health and mental health.
Ross was Executive Director, Social Policy and Intergovernmental Relations at the Department of Premier and Cabinet from 2022 to 2025, before returning to the Department of Health as the Senior Executive Director, Hospitals and Health Services.
In 2026 Ross joined the Royal Melbourne Hospital as the Chief Strategy Officer.
Ross received the Public Service Medal (PSM) in 2023 for outstanding public service to health, mental health and drug and alcohol policy development in Victoria.
Ross received recognition for his strength as a highly skilled problem-solver and a committed public servant dedicated to achieving outcomes for the community.
