You will not be able to access the UbiPark car park at the RMH Elizabeth St if you haven't booked.

Accessibility
Footpath ramp access to the RMH Elizabeth St is via O’Connell Street. This is the best car or taxi drop-off if you use a wheelchair or other mobility aid.
